Employing foreigners in Serbia: the single residence and work permit
Foreign managers, engineers and specialists are increasingly employed in Serbia. Since 2024 the procedure has been unified — one application for both residence and work.
The single permit
Under the amended Law on Employment of Foreigners, foreign nationals generally obtain a single permit for temporary residence and work through one electronic application, instead of separate residence and work permit procedures.
Who applies and how
The application is submitted electronically, by the foreign national or the employer, with the employment contract or other basis for work, proof of qualifications where required and identity documents. Documents issued abroad usually require an apostille and a certified translation.

Duration
The permit is issued for the duration of the employment or other basis for stay, within the statutory maximum, and can be extended. Changes of employer or position may require a new permit or an amendment.
Employer obligations
The employer must register the employee for social insurance, comply with Serbian employment law, and keep the foreign national’s documents valid. Working without a valid permit exposes both the employer and the employee to penalties.
Directors and posted workers
Directors, posted employees of foreign companies and self-employed foreigners are subject to specific rules. The right structure depends on whether the person will be employed in Serbia, seconded or only manage the company from abroad.
